Unlike the Empire agencies, the state agencies were not exempt from postal charges. Agencies could however join a franking priviledge contract (Baden on 1st June 1885 under No.16 and Prussia on 1st Apr 1894 under No. 21). Under this system all postal dues accrued were replaced by a lump-sum payment and in order to control the amount used, Official Stamps were introduced. In addition to these counting stamps all postal items from Baden and Prussia also had to have an official cancellation seal. Michel 5
