Provisional issues of the German Civil Administration after the withdrawal of the Post Office
After the phased withdrawal of the German Official Post and simultaneous retreat of the German Army, the district administrative commissioners took over postal connections to the next German Official Post Office behind them. The fee for this service (courier and postage) was covered by a special stamp which was cancelled by a dateless service seal of the current district administrative officer. The postal item, so franked, was then overprinted "Ukraine" Hitler portrait stamp of the appropriate amount by the regular post office and was cancelled with a postmark.Michel 21

Issued 15th Jun 1944, defintive stamps, standing Swastikas with ornaments on white, flat or shint, coated paper. Inscription in black "Deutsche Hilfspost/Lubomi", "Wladmir-Wolynsk" or "Gorochow (Ukraine)", but without "Gebietskommissar" Sheets of 15, Perf 10¼.
