line Until the issue of Ukrainian stamps on 14th Nov 1944, all German postage, official stamps and party stamps were postally valid. They were also valid after the issue of its own stamps, although the civil post offices and official post offices of the German Official Post only sold stamps with the Ukraine overprint.

Provisional issues of the German Civil Administration after the withdrawal of the Post Office

After the phased withdrawal of the German Official Post and simultaneous retreat of the German Army, the district administrative commissioners took over postal connections to the next German Official Post Office behind them. The fee for this service (courier and postage) was covered by a special stamp which was cancelled by a dateless service seal of the current district administrative officer. The postal item, so franked, was then overprinted "Ukraine" Hitler portrait stamp of the appropriate amount by the regular post office and was cancelled with a postmark.

Issued Apr 1944, defintive stamps, standing Swastikas with ornaments. Inscription in black "Deutsche Hilfspost", "Gebietskommissar Lubomi" or "Gebietskommisar Wladmir-Wolynsk" on yellowish paper in sheets of 15 stamps. Perf 11, no gum.
