This cover is cancelled "MÜNCHEN | 8.8.44" and has a special postmark commemorating the 10th Anniversary of the Brown Band horse racing event held in Munich every year. The stamp is Michel 899 issued on the 23rd July 1944

The special cancel was never officially used due to the cancellation of the race, post offices did use the handstamp to cancel CTO orders from dealers and collectors as if the event had actually taken place. Any postally used cancels were most likely applied after the war.
Here is another example of a cancelled cover featuring the special postmark. Again this was likely added after the war or the cover was never sent through the mail and is a CTO. This seems even more likely as the cancels on the reverse of the cover indicate that the letter was originally posted in Aug 1933 and the stamp and postmark were added later.
