Issued in 1917 due to increased postal rates, this Rohrpost envelope is easily identified as it is the only one to feature a Germania 35Pf stamp inscribed "DEUTSCHES REICH". RU8 and RU9 also occur (possibly with additional postage) in normal postal traffic, ie not transported by pneumatic tube.
